Replace Front Sidewalks & Curbs (East Side) of Courthouse
NOTICE
Beginning on Monday, September 11th, the sidewalks and curbs on the east side of the front of the Van Wert County Courthouse will be replaced. For approximately 2 weeks, the front doors will be intermittently closed for the safety of residents and the efficiency of the project. The back door of the Courthouse will be unlocked during regular business hours to accommodate for this. There are several steps at the back entrance. If you cannot use the steps to get to the elevator, please call the department you are seeking, and someone will come downstairs to assist you. If you are feeling adventurous, take this opportunity to climb to the top of the Courthouse to get a peak of a treasured hidden space, the bell tower and clock all the way at the top.
In addition, Tom Mosier will be roaming throughout the Courthouse as Revolutionary War hero Isaac Van Wart for all of you history lovers! April 1, 2021 - Happy 200th Birthday, Van Wert County!
Hosted by the Van Wert County Commissioners, the Van Wert County Bicentennial Celebration Kick-Off Event took place at noon on April 1, 2021, at the Van Wert County Courthouse. Many County residents were in attendance to enjoy all the event had to offer; specifically, a rousing speech by Commissioner Lichtensteiger; a Certificate of Recognition from Congressman Bob Latta, Ohio’s 5th Congressional District, U.S. House of Representatives; a group photo outside of the Courthouse; and delicious cake and other snacks served at the end of the event.
Much discussion has been had regarding whether or not to celebrate the County’s bicentennial in 2020 or 2021 as there is an argument for both years. The consensus is that we are happy and thankful to be a part of a community with such a long-standing history of strength and perseverance that the year we celebrate our bicentennial is not as important as the deep pride we feel in preserving our County’s eventful history and traditions as we enjoy the American way of life here.

Van Wert County Bicentennial Celebration Kick-Off - Thursday, April 1st, at Noon
The Commissioners will be hosting a Van Wert County bicentennial celebration kick-off event this Thursday, April 1st, at noon in front of the Van Wert County Courthouse!
It will be short and sweet, especially since the weather is predicted to be on the chilly side. We will have a few words, a Proclamation, a group photo, and cake inside the Courthouse basement to finish up.

Van Wert County To Celebrate Bicentennial - April 1, 2021
VAN WERT COUNTY TO CELEBRATE BICENTENNIAL
Submitted March 24, 2021
1821 marks the first settlement of Van Wert County by European people. Former merchant sea captain James Riley established the town of Willshire in honor of British Consul William Willshire who had helped secure Captain Riley’s release from captors in Africa. Willshire is the oldest town in Van Wert County and was the original county seat. This was mainly due to its access to the St. Mary’s River. Even before settling Willshire, Van Wert County was being purchased from Indian tribes and surveyed.
Made official on April 1, 1820, the state legislature - Ohio General Assembly - designated the County of Van Wert in honor of Revolutionary War hero Isaac Van Wart. Mr. Van Wart was one of the captors of the British spy Major John Andre. The discrepancy in spellings between Van Wart and Van Wert is believed to have been merely the result of a clerical error in recording his name in state record books.
Van Wart was a descendent of Dutch settlers who originally came to New York in the 1600s. Van Wart himself lived near Tarrytown, New York at the time of the Revolutionary War. A young farm boy, Van Wart joined a group of militiamen fighting for the Colonial Army. It was a chance event in 1780 that propelled Van Wart into a permanent place in history.
General Benedict Arnold, the man whose name became synonymous with betrayal, enlisted the aid of British spy Major Andre to take plans of West Point, which was the strongest and most important fortification in the Colonies, to the enemy. The West Point plans would tell the British where to direct their attacks to capture the stronghold. Major Andre concealed the plans in one of his boots, and General Arnold gave Major Andre a paper providing him with safe passage through the American lines. It was that document found on Major Andre that made General Arnold infamous.
On September 23, 1780, Major Andre, having been abandoned by his companion, reluctantly continued on to Tarrytown, which was considered neutral ground. It was his misfortune on that day that he ran into volunteers who had gathered to prevent marauders from driving cattle away from New York. Van Wart was one of three men hiding in the bushes watching for strangers on the road. The other two men were John Paulding and David Williams. As Major Andre approached, he was stopped by the trio who he then presented with General Arnold’s pass. But much to his surprise and consternation they refused to let him go. Historians speculate that the men might have let Major Andre go had it not been for the fact that prior to presenting the pass, the spy, mistaking the three men for British soldiers, introduced himself as a British officer. (Paulding was wearing a British uniform.) Major Andre was consequently searched, and the West Point plans were found. The British spy immediately began to offer money to the men in exchange for his release. Instead, he was taken to the headquarters of the Continental Army where he was tried, found guilty of treason, and hanged for his offense.
Van Wart, Paulding, and Williams were honored by the Continental Congress for their capture of Major Andre. Each of the men received a plot of land, a silver medal with the inscription “Fidelity” on one side and “Vincit Amor Patriae” or “The Love of Country Conquers” on the other side, the first medals ever given out by Continental Congress, and $200.00 per year until their passing. All three men were also honored as name sakes of area counties.
Residents and newcomers to Van Wert County have thrived here ever since. With some of the richest agricultural land in all of the country stemming from the Great Black Swamp, a broad foundation was laid for future generations of prosperity, hope, and growth. With that farmland, industry, commercial properties, arts, excellent school districts, parks, and more abounding, Van Wert County remains a wonderful place to live and raise a family.

PUBLIC ANNOUNCEMENT

The Van Wert County Board of Commissioners intends to contract for professional engineering services for the following project to be funded with Community Development Block Grant (CDBG) funds:
Project Name: Village of Ohio City
Storm Water Detention Pond & Storm Drainage Improvements:
This project includes the following components:
- Constructing a detention pond approximately 7.7 acre-feet in capacity to retain the water that currently creates localized flooding due to a lack of storm sewer infrastructure;
- Installation of approximately 300 L.F. of 18” storm sewer to drain the detention pond to an existing county tile to enable the pond to hold excess water and then release it at a controlled rate to Roller Creek;
- Installation of approximately 750 L.F. of 48” trunk sewer between Carmean Street and the detention pond to transport storm water to the pond; and
- Installation of approximately 694 L.F. of 36” and 42” storm sewer on Shanes Street to replace the existing undersized pipe and to serve as a collector from the various streets.
- Services will include design, permitting, bidding, and construction administration services. Anticipated engineering design timeframe is March 2021 through June 2021 for design and permitting; June through July for construction procurement; and July 2021 through April 2022 for construction completion. The Board requests that all construction work be completed no later than April 30, 2022.
Professional engineering services will be required for all aspects of the project design for preparation of construction plans; preparation of bidding documents and assist with bidding process; and construction engineering services. The engineering firm shall demonstrate experience with similar type of projects, familiarity with the Village of Ohio City utilities, as well as working with the Ohio Development Services Agency program rules.
Statements of Qualifications should include information regarding the firm’s history, experience of owners and key technical personnel, technical expertise of the firm’s current staff, the firm’s experience in designing similar projects, availability of staff, the firm’s equipment and facilities, professional references, and any other work performed for the Van Wert County Board of Commissioners and the Village of Ohio City.
Firms interested in being considered for a contract to provide the required services described above should send or deliver three (3) sets of Statements of Qualifications to the Van Wert County Board of Commissioners, 114 East Main Street, Van Wert, Ohio 45891 no later than 12:00 Noon on Friday, February 17, 2021. RESIDENTIAL ELECTRIC AGGREGATION UPDATE
An opt-out mailing will be going out in late January to all eligible residential and small commercial customers for the Van Wert County Electric Governmental Aggregation Program. Energy Harbor is the new electric supplier, and the contract will end in December, 2023. The rate has gone down to 4.48 cents per kWh for residential and small commercial customers. Opt-out deadline is February 10, 2021. No early termination fees.
Eligible residents and commercial customers do not have to do anything to join the program. The transfer from AEP Energy to Energy Harbor should be seamless. Do nothing to remain in the aggregation program.

Giving Tuesday was established as a national day of giving on the Tuesday following Thanksgiving and is a celebration of philanthropy and volunteerism where people give whatever they are able to give. Giving Tuesday is a day where citizens work together to share commitments, rally for favorite causes, build a stronger community, and think about other people, and it is fitting and proper on Giving Tuesday and on every day to recognize the tremendous impact of philanthropy, volunteerism, and community service in Van Wert County. Giving Tuesday is an opportunity to encourage citizens to serve others throughout this holiday season and during other times of the year; therefore, the Board of Van Wert County Commissioners have proclaimed December 3, 2019, as Giving Tuesday in Van Wert County and encourage all citizens to join together to give back to the community in any way that is personally meaningful.

INCREASE IN CHARGE FOR VAN WERT COUNTY SWMD TO PROVIDE RECYCLING COLLECTION SERVICES EFFECTIVE JANUARY 1, 2020
The Van Wert County Solid Waste Management District (SWMD) is in need of additional operating funds as the cost of administering a County-wide recycling program has risen, particularly in the areas of labor, fuel, and vehicle maintenance, while the cost of commodities, such as newspaper, office paper, steel, plastic, and cardboard, has decreased dramatically.
After much consideration, effective January 1, 2020, the charge for the Van Wert County SWMD will increase as follows:
The charge for curbside pickup for residents of the City of Van Wert will increase from $34.40 to $52.00 per year per household, which includes an annual fee of $1.00 for administrative services provided by the Van Wert County Auditor’s Office.
The charge for residents in Van Wert County but outside the City of Van Wert (townships, villages, etc.) will increase from $6.00 to $10.00 per year per household, which includes an annual fee of $1.00 for administrative services provided by the Van Wert County Auditor’s Office.

VWCDJFS DIRECTOR CHANGE
Marcia Drake has announced her upcoming retirement from the Van Wert County Department of Job and Family Services (VWCDJFS) effective December 31, 2018.
During her 21-year tenure at the VWCDJFS, Drake has been a valuable and productive employee to the County. Serving as Business Administrator of the Fiscal Department and most recently as the Director of the VWCDJFS since 2014, Drake’s knowledge and experience alone will be tough to replace.
Drake’s successor, Erinn Mendenhall-Sellers, was chosen by the Van Wert County Commissioners because she brings many of her own strengths to the position. Namely, Mendenhall-Sellers has worked for the Allen County Department of Job and Family Services (ACDJFS) for over 20 years. She has experience managing a number of different programs within the ACDJFS and looks forward to being able to make a positive impact on the community in which she was born and raised.
Mendenhall-Sellers is a Lincolnview graduate and lives in Van Wert County. She will bring the same positive attitude and strength of character to the workplace that Drake will leave behind.
Drake’s last day of employment is scheduled for Monday, December 31, 2018. Her service to the County has been exemplary and much appreciated. The Commissioners would like to formally thank Drake for her 21 years of service to the County.
Mendenhall-Sellers’ first day of employment with the VWCDJFS is scheduled for Thursday, December 6, 2018.

A public meeting is scheduled for Monday, December 3, 2018, at 9:00 a.m. in the auditorium of the Marsh Foundation, 1229 Lincoln Highway, Van Wert, Ohio, 45891, to provide information regarding the Health Reimbursement Arrangement (HRA) offered through OPERS. A representative from OPERS will be in attendance to give a presentation titled, “How to Use Your HRA Account.”
If you are an OPERS retiree, are 65 or over, and meet the OPERS health care requirements, you may want to attend this meeting. You may also want to attend this meeting to plan for your retirement needs if you are nearing that point in your life.

August 31, 2018 –
The Commissioners were honored to attend the retirement party of Beverly Fuerst, Van Wert County Treasurer. Mrs. Fuerst has been the County Treasurer since 2002, 16 years, and a County employee for a total of 24 years. Mrs. Fuerst served as the 25th Treasurer of Van Wert County and was also the first female Treasurer of Van Wert County. Mrs. Fuerst will retire from her duties so long performed with integrity, loyalty, efficiency, and diligence. She will be missed, and we all wish her the very best!



August 23, 2018 –
The Commissioners visited the Van Wert County Solid Waste Management District to see their new baler in operation. This upgrade was much-needed and will allow the facility to continue its mission “to provide waste reduction services and opportunities in a manner that exceeds the expectations of its customers and the communities it serves.”

The Commissioners visited Wyandot County to learn more about solar energy and to visit an existing solar array site.

RESIDENTIAL ELECTRIC AGGREGATION UPDATE
April 24, 2018
We have been notified that AEP Energy, Inc. will be issuing full credits to the Van Wert County aggregation participants on billing cycles 1-4 who were picked up a month late due to the enrollment error. The credits will vary by customer as they will be based upon each account’s actual usage and will probably be on their June billing as it will take some time for AEP Energy, Inc. to get the data and run numbers. For an average household that uses 1,000 Kwh per month, that would be a credit in the $9-$10 range.
AEP Energy, Inc. estimates that there were approximately 2400 customers that fell into these billing cycles.

8th grade students from Delphos St. John’s visited the Commissioners’ Office to learn more about the basics of local government. The students were also able to visit the Recorder’s Office, Common Pleas Court, Correctional Facility, and Election Board.

RESIDENTIAL ELECTRIC AGGREGATION UPDATE
The County’s Agreement with FirstEnergy Solutions will be expiring in March, 2018. Last summer/fall, the Commissioners worked through a bidding/request for proposal process to find the best and lowest price/kWh for our local residents in the electric aggregation program. AEP Energy, Inc. won this bidding process with a rate of $0.04988/kWh. The Agreement with AEP Energy, Inc. is effective from March, 2018 – March, 2021. August 3, 2017 – The Board of Van Wert County Commissioners toured the Venedocia Memorial Park today courtesy of local resident, John C. Lloyd. Rich in history, the Venedocia Memorial Park contains a restored cannon, along with school and community memorabilia. A hidden treasure found on the outskirts of Venedocia, the park is a beautiful, peaceful place, and it was an honor to tour the grounds. Thank you, Mr. Lloyd!
July, 2017 – Commissioner Thad Lichtensteiger recently attended the Ohio Republican Party State Dinner and was fortunate enough to meet the Vice President of the United States, Mike Pence.

May 11, 2017 – The Board of Van Wert County Commissioners hosted Todd Kiser, Van Wert Area Chamber of Commerce Leadership Class student, as part of Mr. Kiser’s class requirements. Mr. Kiser is an Indiana native and now resides and works in Van Wert County. It was a pleasure to meet with him, and we had a great discussion about Van Wert County. We wish Mr. Kiser the best, along with all of his classmates, as well!

April 26, 2017 – The YWCA of Van Wert County asked community members, elected officials, business people, and students to make a social statement with their fashion by wearing jeans on this day as a visible means of protest against the misconceptions that surround sexual assault, to support victims of sexual assault, and to promote peace over violence. Pictured above are some Van Wert County employees from various departments who participated in Denim Day 2017.


April 18, 2017 – 8th grade students from Delphos St. John’s visited the Commissioners’ Office to learn more about the basics of local government. The students were also able to visit the Recorder’s Office, Common Pleas Court, Correctional Facility, and Election Board.

April 13, 2017 – The Board of Van Wert County Commissioners, along with other local and state public officials, attended a luncheon at Wild Willy’s to recognize and honor public safety telecommunicators and dispatchers. In addition, the Commissioners proclaimed the week of April 9-15, 2017, as Public Safety Telecommunicators Week. The Commissioners send their thanks to all public safety telecommunicators and dispatchers.

March 14, 2017 – The Board of Van Wert County Commissioners enjoyed a visit from several of our local Buckeye Ambassadors and proclaimed Ohio 4-H Week in Van Wert County as March 13, 2017, through March 18, 2017. The Buckeye Ambassadors were accompanied by Heather Gottke, Extension Educator, 4-H Youth Development.

February 23, 2017 – Along with other area officials and representatives, the Commissioners tape a radio program each Thursday morning highlighting current topics and issues of the region. February 22, 2017 – Pictured above is Van Wert County resident and veteran, Orval Mullen, receiving his long overdue medals of honor earned for his brave service to our country in World War II. Mr. Mullen served in the Army from 1942-1945. He received the medals on his 95th birthday, 75 years after being deployed. Commissioner Thad Lichtensteiger was honored to be present at Mr. Mullen’s award ceremony, which was held at the American Legion in Van Wert. Thank you, Mr. Mullen, for your service!

January 3, 2017 – During the month of December, 2016, local County employees donated $734.00, along with canned goods and other food items, to be given to the Cooperative Ministries Food Pantry located at First United Methodist Church here in Van Wert. Pictured above are several County employees shown with some of the donated items.

December 22, 2016 – Commissioners Todd D. Wolfrum and Stan D. Owens were sworn in at a ceremony held at Van Wert County Common Pleas Court! They will each begin their second term as Commissioner in January, 2017.

October 20, 2016 – The Commissioners traveled to Bellefontaine, Ohio, for a tour of their downtown area, which is being renovated and restored at an astonishing pace! With new and fresh ideas, businesses, restaurants, shops, and lofts were toured, and the experience was motivating and energizing for our own community!
October 4, 2016 – A ceremony to honor the late George Brake was held at the Van Wert County Solid Waste Management District. A tribute garden was created in his memory, and the Commissioners renamed the facility to the George E. Brake Recycling Center.








June 29, 2016 – Commissioner Thad Lichtensteiger and fellow County Commissioners recently attended a Toledo Mud Hens game as part of the Northwest District of Ohio County Commissioners and Engineer’s Association Quarterly Meeting in Lucas County, Ohio. Here they are pictured with Madonna Mud Hen.

March 7, 2016 – A local business, Window Creations, LLC recently created and donated a piece of stained-glass artwork to the Van Wert County Board of Elections. Reggie Buehrer and company created this beautiful piece, which shows a copy of the U.S. Constitution, a quill pen and ink bottle, and a portion of the American flag to display in the front window of the Van Wert County Board of Elections.
